Statement Regarding Employment Contracts and Wage Payments for Foreign Technical Personnel
Statement Regarding Employment Contracts and Wage Payments for Foreign Technical Personnel
I. On 15 October 2026, Century Energy Co., Ltd. (abbreviated as CENE) issued a statement in response to the allegations raised at a press conference held by the Migrant Empowerment Network in Taiwan (MENT), the Taiwan Association for Human Rights (TAHR), and the Taiwan International Workers Association (TIWA). To further clarify the relevant facts, CENE promptly required its contractor, pursuant to the relevant contractual provisions, to provide the employment contracts and wage payment records of all foreign technical personnel, and proceeded to review and verify the relevant documents.
II. CENE's review confirmed that, pursuant to its contractual arrangements with the contractor, CENE pays technical service fees based on the professional grades applicable to the specialized and technical work performed by foreign technical personnel and their actual working hours. The rates used to calculate the aforementioned service fees are substantially higher than the average monthly salary threshold of NT$47,971 specified under the relevant provisions of the Employment Service Act.
III. Nevertheless, CENE deeply regrets and strongly condemns the contractor's failure to pay wages to foreign technical personnel in accordance with applicable laws and regulations. CENE will not tolerate any conduct that infringes upon the lawful rights and interests of workers and requires its contractor to strictly comply with all applicable laws and regulations. The contractor's conduct not only affects the labor rights and interests of foreign technical personnel but has also adversely affected CENE’s business reputation and goodwill. To safeguard the rights and interests of CENE, its shareholders, and the investing public, CENE reserves the right to pursue legal remedies against the contractor and seek compensation for any resulting losses or damages.
IV. CENE has always attached great importance to safeguarding the labor rights and interests of foreign technical personnel. In addition to requiring its contractor to comply with applicable laws, regulations, and contractual obligations, CENE continues to hold monthly labor-management consultation meetings involving foreign technical personnel to proactively understand their working conditions, living circumstances, and terms of employment. Through this regular communication mechanism, CENE seeks to better understand and respond to their actual needs and safeguard their labor rights and interests.
V. In response to the issues identified during the review, CENE will require its contractor to provide a detailed explanation and propose specific corrective measures, and will continue to monitor the progress of subsequent actions. Furthermore, CENE will conduct a comprehensive review and strengthen its contractor management and audit mechanisms.
Looking ahead, CENE will move toward adopting direct employment of foreign technical personnel as its primary approach, gradually adjusting its existing workforce engagement model and strengthening its oversight of employment contracts and wage payments. These measures are intended to mitigate risks to labor rights and interests arising from different employment arrangements and prevent similar incidents from recurring.

The Recruitment of Foreign Technical Personnel Is Fully Lawful; Media
Allegations of Unduly Low Wages Are Inconsistent with the Facts
CENE Will Continue to Monitor Contractors' Protection of Workers' Rights and Interests
In response to a press conference held on 15th October 2026 in front of the Ministry of Labour by
the Migrant Empowerment Network in Taiwan (MENT), the Taiwan Human Rights Promotion
Association, and the Taiwan International Workers’ Association (TIWA), which raised concerns
about the recruitment of foreign technical personnel by Century Energy Co Ltd. (abbreviated as
CENE), including allegations of low wages and possible violations of labour rights. CENE hereby
clarifies as follows:
CENE’s recruitment of foreign technical personnel is driven by specialised technical requirements
for offshore wind power foundation projects. CENE has signed contracts with its contractors, who
dispatch specialised technical personnel to Taiwan for providing technical services. The
contractors have submitted the application to the Ministry of Labour in accordance with the
relevant provisions of the Employment Service Act and obtained the necessary permits following
review by the competent authorities. All relevant procedures are complying with applicable laws
and regulations.
CENE makes payments to its contractors in accordance with the contracts, including technical
service fees and related expenses required during the contract period, such as physical examination,
visa application, work permit, document verification, airfare, and applicable administrative fees.
CENE also coordinates and provides assistance in accordance with the contractual arrangements
and has not evaded any statutory responsibilities.
Regarding the salary and remuneration of foreign technical personnel raised at the press conference,
such allegations differ from the actual circumstances. As the employment terms and conditions
between the contractors and their assigned foreign technical personnel are governed by their
respective contractual relationships, CENE does not consider it appropriate to directly intervene in
such matters. Nevertheless, CENE will continue to monitor and pay close attention about the
working and living conditions of foreign technical personnel in Taiwan during their assignments,
and will actively urge its contractors to protect their legitimate rights and interests in accordance
with the law.
CENE also supports the press conference’s call for the competent authorities to review the system
governing contract personnel and strengthen relevant inspections and audits. CENE is willing to
actively cooperate with the competent authorities’ policies and inspections to protect the rights
and interests of all parties.
